I'm trying to use mib2c (or tkmib) and it can't locate SNMP.pm?

That's probably because the SNMP perl module hasn't been installed. It's not part of the standard perl distribution, nor is it installed by default in RedHat Linux (for example). You'll need to install it. See the previous two questions.
