How should daylight savings time be handled?

We could tell it to use the local time of a certain place, like London or Sacramento, but this have the disadvantage that the daylight savings time fails to start at the same time worldwide. Now we just have to wait for someone from the southern hemisphere to join up and then this would be completely off.

I think it would be easiest if the time was just another variable but I agree that this template have quite enough of them already.
